Right-click on the app you want to pin, then click on Properties. Next, select the Launch and Shutdown tabs. From here, you will have to input a new value for the Startup Delay counter.
If you want to pin your favorite app, just set the Startup Delay counter to a short period of time, like 5 seconds. Now, every time you pin the application, the counter will reset, but you will see the delay between pinning the application and seeing the pin to start message.
