cms continues to work with cms-approved awcs and other stakeholders to address the impact of the covid-19 outbreak on the cms innovation center’s original plan to launch the innovation and economic growth (i&eg) fund (iff) in fiscal year 2020. the iff will be a new category of innovation program funds that can be used to support new or existing medicare innovation models that are designed to increase access and affordability of innovative medicare coverage and payments. the iff will enable the cms innovation center to leverage up to $250 million in fy2020 innovation program funds. cms innovation center leaders will continue to review the best approaches to use the iff to strengthen medicare payment and coverage innovation while addressing the current public health emergency. cms continues to support multiple initiatives focused on expanding access to innovative medicare coverage and payment models, including:
- innovation fund pilot program – the cms innovation center will consider funding an expansion of the current pilot program, which currently supports the delivery of a wide range of innovative delivery systems.
- new innovation fund – this will be a new innovation program fund that will be used to support new innovative delivery systems. cms is currently working on the details of this new fund.
- medicare innovation alliance – this will be the medicare innovation center’s new operating structure.
based on current plans, the cms innovation center will launch the iff in fy2020. in light of the current public health emergency, cms innovation center leaders are reviewing all of the ways to ensure the innovation center has flexibility and capacity to support innovative delivery models during this time.
the mocha model also aligns with the vision of the assistant secretary for health to expand access and quality in health care and advance health information technology to improve the health of all americans. it will support health systems that deliver care in underserved populations across the country. the mocha model aims to leverage the existing infrastructure of cms’ health information exchange program, the medicare health benefits exchange, to develop an innovative payment model that will be aligned to bundled payments and reward improvement in key metrics, including population health. it also aims to help build the capacity of health systems by providing them with the information and tools they need to effectively operate with this new payment model. for the initial phase of mocha, cms selected healthsentry (a health it company) to develop a new electronic health record that will allow healthsentry to provide this information and tools to health systems.
the mocha model also aims to improve the health of patients and caregivers in the community and provide a more effective return on investment for the health care system and the federal government. it will work with health systems to support their communities by providing incentives and tools to achieve better outcomes and to hold health systems accountable for achieving meaningful improvements. for the initial phase of mocha, cms selected hca midwest, healthsentry, and my health mate to provide information and tools to support community health centers and improve population health.
the mocha model is aligned with the administration’s strategy to support the successful integration of health information technology and to leverage the benefits of a population health approach to improving the health of americans. mocha will support health systems to use the electronic health record, known as the phr, to improve patient engagement and access to evidence-based care, and enable health systems to develop new business models and new revenue sources. the final phase of mocha will be implemented in the first year after 2020.
